This synthesis report summarises the approach to resilience measurement in the Building Resilience and Adapting to Climate Change (BRACC) programme, discusses and critiques the methodological approach and offers some insights into resilience measurement options.

As a FCDO-funded programme under the International Climate Fund, BRACC reports resilience measurement against Key Performance Indicator 4. Data to inform this index came from household surveys and was presented in a multi-indicator resilience index with equal weightings. For reporting against KPI 4, a household is deemed to have improved its resilience if it crosses this threshold over the period of analysis.

Two versions of the resilience index have been run, and the report unpacks the selection of indicators and the use of the threshold score. It then takes each indicator in turn and proposes the nature of the relationship between the indicator and resilience, highlighting the types of indicators that need to be included in such an index to reflect the multiple dimensions of resilience.
